Environmental groups challenged the issuance of leases for coal mines on the basis that the environmental assessment had failed to appropriately take greenhouse gas emissions into account. The government's assessment had claimed that the coal mines would not produce any greenhouse gases because they would be perfectly displaced by coal mines elsewhere. The court ruled this argument was arbitrary and capricious.
